As for confiscated explosives, it matters very little what the amount of that is. You yourself said that while we have to be right 100% of the time, terrorists have to be right just once. Now, they have thousands of recruits in Iraq alone, with 380 TONS OF HIGH EXPLOSIVES THAT YOU CANNOT ACCOUNT FOR. That gives them plenty of chances to be right.
